Qualification requirements for participants of the competition: higher (or postgraduate) pedagogical education; experience of teaching work for at least five years, including experience in a managerial position for at least one year;

Functional responsibilities:

Manages the activities of the educational organization in accordance with its Charter and other regulatory legal acts.
Organizes the implementation of state mandatory standards of education together with pedagogical and methodological councils.
Approves the work plan, work plans and programs. Provides universal compulsory education of children in the assigned area in accordance with the law of universal education.
Organizes and improves the scientific-methodological and material-technical base of the educational process. Organizes and improves the methodological support of the educational process.
Ensures the development of modern information technologies. Promotes the activities of teachers ' (pedagogical) organizations, methodological associations, children's organizations.
Forms a contingent of students and pupils in accordance with the license for the right to conduct educational activities, provides social protection for students and pupils.
Protects the legal rights and interests (personal, property, housing, labor, etc.) of orphans and children left without parental care, takes measures to create conditions for them to maintain family ties. Provides conditions of maintenance and residence of pupils and students not lower than the established standards.
Creates the necessary conditions for the safety of life and health of students (pupils) and employees of the educational organization during the educational process.
Organizes the work and control of providing food and medical services to students in order to protect and promote their health.
Manages the property and funds of the educational organization within the limits established by law, and submits an annual report on the receipt and expenditure of financial and material resources of the founders.
Provides accounting, safety and replenishment of the educational and material base in accordance with regulatory requirements, is responsible for compliance with the rules of internal labor regulations, sanitary and hygienic regime, labor protection and safety.
It selects and arranges teaching staff and support staff, approves the management structure, staffing and job descriptions of employees, and creates conditions for improving their professional skills.
Manages the teaching Council. Conducts certification of employees in accordance with the established procedure. Represents teachers and other employees of the educational organization who have especially distinguished themselves in their work to incentives and awards, imposes penalties within their competence.
Communicates with the public, coordinates work with parents (persons who replace them). Represents the organization of education in state and other organizations, ensures the preparation and submission of the necessary reports.

The Department of education of the city of Uralsk accepts the following documents for filling a vacant position within seven working days from the date of publication of the ad:

Copies of documents submitted for participation in the Competition are certified by the personnel service from the place of work or responsible employees of the educational organization and stamped.

The competition is held in four stages:

1) qualification assessment of the contest participants;

2) approval of candidates with the school's Board of Trustees ;

3) approval of candidates with the regional education authorities;

4) interview at the meeting of the Competition Commission of the educational management body.

The first stage of the competition is held on April 21, 2020 in the Department of education of the city of Uralsk (WKO, Uralsk, PR. Nursultan Nazarbayev, 145)

To participate in the competition, a candidate for the position of head of state institutions of secondary education must:

1) higher (or postgraduate) pedagogical education ;

2) teaching experience of at least five years , including experience in a managerial position of at least one year , in a small school of at least three years of teaching work, experience in a managerial position is not required;

3) the presence of the first or highest qualification category and (or) categories (teacher-expert, teacher-researcher, teacher-master (except for civil servants, employees of Universities, methodological services);

4) certificate of health status in the form approved by the order of the acting Minister of health of the Republic of Kazakhstan dated November 23, 2010 No. 907 "on approval of forms of primary medical documentation of health care".

5) no criminal record.

Participants of the competition can provide additional information concerning their education, work experience, level of professional training (copies of documents on professional development, awarding of scientific degrees and knowledge, scientific publications, as well as recommendations from the management of the previous job, etc.)
